Three Defence Ministry bosses are not in India. Defence Minister Rajnath Singh is in Germany while CDS Anil Chahan goes on a UK tour and Upendra Dwivedi Chief of Army Staff has engagements in the US. All are expected to be back on Friday and Saturday.
