In a decisive step hailed as historic for India’s “annadata” (food providers), Madhya Pradesh Chief Minister Dr. Mohan Yadav’s government has approved a major overhaul of land acquisition norms, ensuring farmers receive four times the market value of their agricultural land when it is acquired for public projects. The decision, taken in today’s Cabinet meeting chaired by the Chief Minister, directly addresses long-standing concerns over fair compensation and is expected to accelerate infrastructure development while putting more money directly into rural pockets.
Under the revised Madhya Pradesh Land Acquisition, Rehabilitation and Resettlement Rules, 2015 (framed under the central Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013), the state has doubled the multiplication factor for rural agricultural land from 1 to 2. Previously, farmers received double the guideline rate; now, they will get four times that value. The enhanced compensation applies exclusively to rural areas and covers acquisitions for critical projects such as irrigation schemes, roads, bridges, railways, dams, and other infrastructure. Urban land compensation norms remain unchanged.
The move fulfills an earlier commitment by Dr. Yadav. On November 7, 2025, he had directed amendments to ensure farmers received a “just price” for their land. A ministerial sub-committee—chaired by Public Works Minister Rakesh Singh, with Water Resources Minister Tulsiram Silawat and MSME Minister Chaitanya Kumar Kashyap as members—studied policies in other states and held consultations with farmer organisations, FICCI, CII, and CREDAI. The committee’s recommendations, finalised after its January 21, 2026 meeting, were formally adopted today.
Officials estimate that the Public Works Department alone, which has disbursed around ₹10,000 crore in compensation over the past three years, will now see that figure rise to approximately ₹20,000 crore under the new norms. Similarly, the Water Resources Department’s recent acquisitions of 4,500 hectares (costing about ₹1,000 crore at the old rate) will effectively double in payout value.
Dr. Yadav has repeatedly emphasised that farmer welfare remains the government’s top priority. “Development and farmers’ interests must move forward together,” he has stated in earlier interactions with the media. By ensuring farmers receive a “respectable and just price,” the state aims to make them active partners in progress rather than passive contributors. The policy will also apply to all pending land acquisition cases where the final award has not yet been passed, providing immediate relief to thousands of families.
For Madhya Pradesh, a state where agriculture remains the backbone of the economy, this is more than a policy tweak; it is a clear signal of intent. By standing firmly with farmers while unlocking the pace of development, Chief Minister Dr. Mohan Yadav’s government has struck a pragmatic balance that could serve as a model for other states. As one senior official noted, “When the farmer prospers, the entire state prospers.” With today’s decision, that prosperity now has a clearer, fairer pathway.
