" Whither Good governance ?"
Boycott of Parliamentary Standing committee meeting on Nov 15, 2019 by all three Commissioners of MCD, amounted to misconduct and more than that, a clear contempt of Parliament. Their absence seemed pre-planned. Who is protecting the elite officers, one wonders ?
Strangely, all three Commissioners have neither been show-caused nor transferred nor suspended.
It is noteworthy that the pollution in Delhi was one of the items in the agenda. This concerned all the three.
Why is MHA silent?
Consider the case of lone MP from Delhi, invited by the Parliamentary panel. Gautam Gambhir, the cricketer-turned- BJP, MP chose to ignore the Standing committee meeting. The arrogant politician insulted the Delhiites.
He has much to explain.
PM Modi as protagonist of Good governance, is urged to take the call.

Emergence of the Wise Vibhishan Awaited !
Manthara has made her move and Kaikayi continues to be under her influence. Both have burned Ayodhya. Hanuman burnt Lanka. The two are different. But Wise Vibhishan emerged to restore glory to his kingdom and prosperity to people. Let us see!

Turmoil in Jawaharlal University
It is unfortunate that during the last few years there has been continuous turmoil in Jawaharlal Nehru University (JNU) over one issue or other with the students and faculty at loogerheads with the administration i.e the Vice Chancellor. The students of JNU are perhaps the best in India selected after a rigorous process. They have the potential to be future leaders of India. They have already made great sacrifice to pursue their higher studies in India instead of running away to USA or Canada or Europe.
Therefore we as citizens of India should take the responsibility to provide quality education to these future leaders. Many of them claim to belong to economically weaker sections of society. Therefore I appeal to the Prime Minister to intervene in the current turmoil and announce that henceforth Government will take total responsibility to provide world class education to these students by bearing the entire expenditure of tuition, hostel fees, mess charges and any other charges which maybe levied from time to time. All students admitted to JNU can be called Bharat scholars. It is a small sum to be
spent for developing our future leaders. The Government should also implement some radical reforms.
Firstly, attendance for both students and faculty can be optional. The faculty members have already made great sacrifice by staying back in India instead of going to foreign universities. Therefore they are fully aware of their responsibilities and asking them to sign a register or swipe a card is not fair.
The present Vice Chancellor who seems to have incurred the displeasure of both students and faculty may be asked to return to his parent body-IIT Delhi- from where he can resume his seminal contribution to Electrical Engineering. The students and faculty can form a committee to run the university.
Another major reform that should be implemented is to do away with all examinations. The worth of the students has already been proved once they are admitted. So a master’s degree after two years stay in the hostel and a PhD after four years stay can be awarded subject only to the condition that they vacate their room in the hostel.
This will bring much needed peace to the campus. While a majority can devote themselves to pursuit of knowledge without hindrance, a small minority can still train themselves to organise agitations for some issue or there which will provide the necessary training for pursuing their career in politics.

DECISION MAKING TODAY
For 70 years Indians were kept in darkness and told that intractable problems cannot be solved. The people voted in a new government in 2014 . And repeated the same mandate by an even bigger margin to the NDA Alliance led by the BJP. The current situation is astonishing . - First TTT for Muslim women was resolved. - Next Art 370 was permanently abolished . - Next AYODHYA decision of SC is being honoured. - RCEP was a disaster for our economy since 2007 ! India's PM stated that INDIA FIRST was the basis of his political mandate. He refused to sign a discriminatory agreement. - Indian Army is moving into 21st century with fast reorganisation. A measure approved by the NDA alliance . Next step our economy ? Yes. Time to remove all cobwebs of the past.

Do we need these conventions ?
1. Every minister, judge, senior official needs to be provided a house, a chauffeur driven car, free petrol, first class/business travel on leave travel, bungalow peons etc. Tax payers pay for this. In the US and Europe, no such privileges exits.
2. Normally, these elites are addressed as " sahab" and "mem sahab", a colonial hangover. Terms like "hazoor", "hakim", "hukum" are also used. "Lordship", "Your honour" common in judiciary.
3. We still have "peons" and "orderlies" who wear a theatrical dress with cummerbunds and head gear straight out of a British era film. They are required to carry "sahabs" briefcase ( weighing 1.5 kg) and lunch box. Sometimes they hold an umbrella for the sahab or mem sahab. This species can't be seen in the US or Europe.
4. We need VIP lounges everywhere. A VIP is not defined however.
5. House helps/chauffeurs/peons are 'untouchables'. They can't sit on a chair/sofa. They have to always keep standing.
6. For VIPs, normal rules/regulations/conventions do not matter. As they say " the line starts from where they are standing".
7. All 'lowly' staff are addressed as 'तू' or 'तुम' not 'आप' even though he may be elder.
8. Typically, you won't get attention in a public place ( hotels, restaurants, shops in upmarkets ) if you speak in Hindi or देहाती english. The moment you speak praupah english you are attended to.
And many many more.....

Retirement Age in Central Government
Instead of thinking to decrease retirement age, the otherway would be that Government should announce that whoever has crossed 56 years can take VRS and their basic for pension and other purposes will be calculated what their basic would be at the actual time of retirement, i.e, 60 yrs of age. Certainly, many would avail this benefit. After this, the government should instead of filling the existing vacancy, appoint DEO at the lower level. This will also enhance the job opportunities.

“Let there be no Miscarriage of Justice”
Apropos Whispersinthecorridors.com’s political News dt Nov 12,2019 : "After demolition in 1992, the then PM Narasimha Rao had publicly announced that the damaged mosque would be re-built; but, even after 27 years, the Congress taking a complete U-turn did nothing "
Some noteworthy points about funding.
The cost of rebuilding the mosque at the allotted site must be met by the Congress. On the same analogy, the cost of building the temple should be borne by the BJP- VHP. Due to secular credentials of the Constitution, taxpayers’ money cannot be utilized on religious activities. The issue relating to source of funding must be settled.
The alternate plot of land (5 acres) in a prominent area in Ayodhya, should be allotted free of cost by the Centre for constructing the mosque. Similarly, no cost could be charged for handing over the ownership of the Ayodhya land for temple construction.
Let us also have a look at other implications of SC’s verdict .
The Apex Court while settling the Ayodhya title suit, termed the demolition of Babri Masjid as a crime that “shook the secular fabric of the constitution”. This is a serious indictment by the highest court ,entailing punishment to the guilty from 2 to 5 years imprisonment.
It may be recalled that eight leaders like LK Advani, MM Joshi, Uma Bharti and Vinay Katiyar, Ashok Singhal, Giriraj Kishore, Vishnu Hari Dalmia, and Sadhvi Rithamabara, were charged with promoting enmity and hatred through “false and mischievous news”.
Let us ignore those who were held guilty but are no longer alive to receive the punishment. These are: Bal Thackeray, Giriraj Kishore, Ashok Singhal, and Paramhans Ramchandra Das. Some were given Constitutional assignments to provide immunity against legal proceedings. Kalyan Singh was a prominent beneficiary.
The Allahabad High Court ( Lucknow Bench) ordered dropping of charges of criminal conspiracy against L K Advani, M M Joshi, Kalyan Singh, Uma Bharti, and others.
The UP government has asked for extension of time till April 2020 to wind up the case.
Special judge S K Yadav, who retired on September 30,2-019 was granted extension till completion of the trial and the delivery of the Judgement in the Babri Masjid case.
Even his extended term was over on Nov 9,2019,the day of Judgement.
What Course of Action is needed in the given circumstances :--
( a) Having regard to Supreme court's reiterating serious indictment terming demolition of Babri Masjid as a Crime, the authorities could consider re-opening all cases, if legally tenable, including those closed by District court and Allahabad high court on technical grounds.
(b) Further, in order to avoid miscarriage of Justice, the progress of proceedings must be monitored by Supreme Court that has made scathing observations.
(c) A new District judge must be appointed with directions to complete the proceedings and pronounce punishment to those who are having a free run despite being charge -sheeted by CBI. It was unjust and unfair to utilize the services of a judge who was granted extension beyond superannuation. Patently wrong per se. There is no intention to caste aspersions on court’s sense of fair play and justice. However, appointment of a new judge is considered essential to dispel suspicions, if any, from the public mind in a highly sensitive case like this.
(d) The entire case must be completed on priority under Supreme Court's monitoring.

Retired CPWD employees discriminated
The present BJP Government is encouraging to boost up the tourism industry, but while going to book the CPWD holiday homes, it is found that the retired central Government employees can book 30 (thirty) days in advance from the check in date, while serving central government employees can book 60 (sixty) days in advance from the check in date. It is often found while booking of CPWD holiday homes that they are already booked by the serving government employees, as they get 60 days time to book the same, while retired government employees are denied of the same as during the previous 30 days all the holiday homes are booked. The Government should consider few points that after the retirement from the government service a person usually spend time traveling the spiritual places or to a hill station or seaside town or city for refreshment with their limited pension, while serving government employees while on tour or LTC get reimbursement of his tour expenses including hotel bills (while on official tour), etc. who need not to bear this hefty expenses for accommodation. Therefore it would be very helpful for the retired government employees if the booking of CPWD holiday homes / Touring Officers hostel accommodation should also be open for retired government employees prior to 60 days in advance from check in date.

Bi elections in Karnataka- Who will bear the cost ?
The Supreme Court has upheld disqualification of 17 MLAs who defected from their parent parties, but allowed them to contest again. In fact, the re election has been thrust upon the State by these people, but the financial burden would be imposed on the State exchequer and indirectly on its people. Why ? The Supreme Court should also have addressed this issue in its order. Either the parties to whom they have joined should foot the bill on all administrative and other expenses or the individuals should bear the burden on holding these re election in 17 assembly constituencies. Public is not at fault.

Black Money
Generation and Remedies Black Money is generated due to evasion of various taxes which are due and are supposed to be paid to the Government and not paid. Excess cash in circulation is also one of the reasons for generation of black money. There are many other reasons also. Cash is generated also due to tax exempt institutions like NGOs, Trusts, Welfare Organisations, Educational Institutions etc. These organisations are involved in social activities are serving society at large. Now time has come these organisations can serve the country also by paying the required taxes if the provision of tax exemption is withdrawn. Now it becomes necessary to consider the withdrawal of tax exempt list and bring them in tax net thru an Amendment in Income Tax Act 1961 and other relevant tax provisions. Now a days lot of cash is being seized from individuals, trusts, institutions etc. which is unaccounted wealth. The best way to overcome these problems is withdrawing of high denomination notes i.e. Rs. 2000 note and Rs. 500 note in specified time frame and in phased manner like Rs. 2000/ not in six months and Rs. 500 note in a year time. It should be done with full public knowledge that high denomination notes are being withdrawn. There should be restriction in the limit of cash transactions. No cash transaction of more than Rs. 10,000, all other transactions either digital or using plastic cards. Let all bank account holders are issued plastic cards like Rupay, Visa etc so they can do their transactions using these cards. Luckily we have some one who can do it. It is anticipated that if these two steps are followed, it may reduce the generation of black money and also corruption. Let these two points are considered and debated at the highest level and come to the logical conclusions to reduce the generation of black money and corruption. All the best.

Well summarised !
Well summarised by N K Singh. While Police Personnel are bound by conduct rules, what about Lawyers ? They are not bound by any Law, rather they consider themselves LAW !! There is a strong nexus of lawyers with Judges. So one can not expect fair and objective finding by the Judicial officer appointed for this purpose. Why not a FIVE member committee consisting of Eminent Citizens of the country look into the incident and make recommendations ? Strict punishment should be given to all guilty individuals.

Why blame your defenders ?
I have been involved in interviewing candidates for the civil services. I find there is still a huge interest amongst youngsters to join the civil service and there preference is the IAS and IPS. The candidates are bright students, innumerable engineers, doctors, PhDs. Why are they flocking to these two services ? This seems a bit contradictory to me as whomsoever I meet, she or he is immensely critical of these two services. Politicians say that they would have taken the country on a 10% growth path but for these IAS officers. Similarly, they claim that the IPS is not dedicated. Journalists also think likewise. Business people say Indian bureaucracy is the worst in the world. Judges routinely admonish the IAS and IPS. Scientists say that India would have had at least two dozen Nobel prize winners, if only the IAS did not interfere. The army man thinks that the IAS and IPS should be scrapped.
So out of about 25 crore families in this country, it seems that about 99% do not have a kind word for the IAS and IPS.
The contradiction arises because these IAS/IPS aspirants come from these very families. We have family members of politicians. Jagannath Mishra's son was in the civil service. Bhagvad Jha Azad's child joined the IPS. Most of the journalists have appeared in the Civil Services exams. I had many batch-mates who came from business families. Judges families have produced many IAS/IPS officers. How can this be ?
When people criticise the IAS and IPS, I feel they forget to analyse the matter after examining the facts. Let us see how. Take businessmen. They find it much more easier to deal with the neta. Matters can be settled with little bit of give and take. In comes a bureaucrat and spoils the fun. He has the dirty job of pointing out the constitution, law, rules. He has taken an oath to do that.
An Honourable judge was once very surprised when I told him that I had not attended the marriage ceremony of my Chief Minister's son as " I do not socialise with such people." . The surprise was more as some members of the judiciary had attended. People think that IAS/IPS officers are sycophants of netas and 'brothers in arms' with them. They just presume things. Once a scientist friend wanted me to book the Constitution Club for his daughters marriage. I said only an MP can do that. He said " That's why I am asking you. You must have many MPs.". I explained to him that I did not know a single MP. He clearly did not believe me and thought I was just giving a lame excuse to avoid helping him. See the misconception? On another occasion, an Honourable judge visited my house and was surprised to see the simple furniture and me serving him tea. He asked " Don't you get an allowance of Rs 1,50,000 to furnish your house and some bungalow peons?". Another misinformation. The general belief is that IAS/IPS officers 'enjoy' at the tax payers expense.
With lot of expectation we had put a retired army brigadier in charge of an agriculture institution in agriculture. He could not run it and left. In fact, there were serious problems during his tenure. Thereafter, we appointed another man. Not only did he turn in profits but successfully merged it with a larger CPSU and earned huge profits. So, there are black sheep everywhere.
I can go on and tell you stories from members of other walks of life. But the crux is that the IPS and IAS are the only two services facing the line of fire of corrupt netas. The rest, who do not have to deal with them, can lecture them and hide in their boroughs. An immensely hyped professional from the private sector once tried his hand at running Air India. Proved a disaster and ran.
So anyone next time criticises the IAS, make him a Secretary/Joint Secretary to a stalwart 'standard' minister like Lalu Prasad or Maran and see the results of the chemical reaction. If a guy critises an IPS, ask him to be SP of a district for 24 hrs or ask him to face stone throwing mobs in Srinagar or drive through Naxal infested jungles. Insure him against myocardial infraction before that.
So, the point I think is that they all know that the job is tough and requires lot of IQ, EQ, raw courage, ingenuity, diplomacy, cunning and above all, love for and dedication to the country, to be an IAS and IPS officer. But they do not have the courage to call a spade a spade and demand electoral and judicial reforms. They chose the easy option of blaming the IAS and IPS because these guys do not have the power to put you behind bars.
The truth is that while the army protects us from external enemies, the IAS and IPS protects us from the internal ones.

"Profligate ruling dispensation, Misplaced priorities, Wasteful expenditure"
Apropos news item on ' Shifting PM's house closer to South Block ' in TOI , dated Nov 3,2019.
The selected Gujarat-based architect wants PM's house to be shifted near South block. This means razing of several bungalows and offices in Lutyens Delhi.
What happens to present PM's house on which crores of rupees have been wasted including building an underground tunnel upto IG international airport and helipad.
PM Modi rarely uses his present bungalows, anyway, being mostly abroad or out of Delhi
I suggest both PM's office and residence involving cluster of bungalows, may be built near airport.
One facet of PM's overall personality startles every one.
How could one with a humble background is so self-indulgent with passion for living a luxurious life style.
Scant or zero concern for poor tax-payers' money. No austerity, no simplicity.
On same considerations, PM's obsession for revamping Central vista complex at an estimated cost of Rs 10,000 crores (Completion cost will be many times over) raises suspicions about pressures of builders' mafia.
Was the RBI compelled to transfer Rs 1.76 lakh crore of its surplus reserve to the government to undertake such activities of tertiary importance, bypassing priorities like roads, national highways, hospitals and other socio- economic schemes/projects. Investment is also needed for development of UTs of J&K, Laddhak and finally PoK after its annexation

Are the Delhi police really innocent ?
Originally Answered: What is the actual reason behind the cop-lawyers clash in Delhi ? Are the Delhi police really innocent ?
I have already summarized the facts elsewhere on quora so I'll take it as read.
The parking in front of the lock up by the erring lawyer was not only illegal but was also a security hazard . So the constable on duty was rightly miffed. The lawyer with his own sense of entitlement must have been upset by his rudeness. His manhandling by the policeman is a misconduct but not an offence.
What the lawyers did then was :
Mob lynching
Assault on a public servant, an offence u/ s 353 ipc.
Assault on the State by storming the lock up.
Being lawyers, they were fully aware of this. They did it because they felt that they could get away with this because of tacit support of the court and the politicians of AAP and Congress.
Getting the information of the mob attack on the lock up, the DCP (?) came with force. There was firing resulting in three injuries. Infuriated by this, the lawyers went berserk across the city. They beat up any stray policeman they found. They burnt vehicles of civilians and beat them up for no reason.
They petitioned the High Court who, without hearing the other party issued orders of transfer of two officers and suspension of two policemen without any enquiry. The CP complied. Cases were registered against both side after the police force staged an 11 hour dharna before the PHQ.
Now coming to your question. ‘Are the Delhi police really innocent ?’ . Delhi police is a collective body. They are neither innocent nor guilty. Is any one innocent? Since Adam tasted the forbidden apple, none of us is innocent. However, on the basis of information available to me, some police men are definitely guilty of misconduct. Whether firing was justified? I am convince that it was. A judicial enquiry has-been ordered and the final position will only be clear then.
Are lawyers guilty ? IAM sure they are, of several offences. Offences have been registered and they will be decided by court.
However all this pales into insignificance before the macro issues. A man in uniform, OG or khaki, represents the authority of the state. An organised assault on this massive scale tends to destabilize the social structure and should be taken very seriously. In a ripple effect, it emboldens the other anarchist elements. Unfortunately some of them are sitting in the power center.
The second aspect of this is that the acts of the High Court and that of the CP have brought the ranks of Delhi Police to the verge of rebellion. This is indeed a very serious matter. The prestige and confidence in the the higher judiciary had been steadily waning. This will bring it lower still.
Finally, the CP has lost face and the ranks have shown a lack of confidence in him. This cannot be permitted. He will never be able to lead the force. It deepens the belief that chiefs of Police are mere pawns in the power game. And that the selection process is such that none can be expected to stand up with an erect spine. Has he erred? In my books, yes he has. Whether he is moved out or not, he is a lame duck.
Nand Kumar Singh, former DGP (1963-1997)
