Has India become a police state ?

It looks as if India has become a police state where police has gone on the rampage like teargasing, baton beating lathi-wielding marauders who walk into the campuses and brutally beat students or play havoc with the youth who are protesting for one thing or the other according to their beliefs but silently standing when masked goondas come to the campus of a university and beat up students with lathis and rods.Yes they are a disciplined force as they obey the orders of their superiors-right or wrong. I wonder if the bosses tell them to jump into the well, will they do so. Are we a democratic country where the Govt is by the people of the people and for the people. I may better forget this definition which I learnt while studying political science for my M.A degree and I also ask for forgiveness from my students whom i gave this definition of democracy while teaching the subject in a university for three years.
