After the exit of Bhaskar Khulbe  - Secretary to PM Narendra Modi,  still rumour mill is active in the corridors of power. There are chances of 1987 batch IAS officer - after the empanelment in GoI this week - becoming the Secretary. Insiders say that if this happens, tie will be between two 1987 batch IAS officers –presently Chief Secretary J & K, B V R Subrahmanyam  and Tamil Nadu cadre IAS officer Dr  T V Somanathan.
