Drastic Civil Service Reforms is Pakistan

Pakistan has promulgated new Efficiency and Discipline Rules to bring about major changes in the civil services making it easier to fire inefficient and corrupt civil servants and introducing tough criteria for promotions. Any civil servant who has been superseded twice or has three average performance evaluation reports, or adverse remarks in three reports will face ‘forced’ retirement. Strict time lines have been prescribed for completion of enquiries against delinquent government servants. For promotions the weightage will be 40% for performance evaluation reports, 30% for training and 30% for evaluation by the Central Selection Board. Recruitment rules, however, remain unchanged where there is 10% quota for the officers of armed forces in Administrative, Police and Foreign Services. Top heavy structure with 40 Secretaries, eight Special Secretaries and 62 other Secretary level officers is unaffected. Most Secretaries are from Administrative Service; Defence Secretary is a Lieutenant General. Foreign Secretary is always a seasonal diplomat who can keep the army in the loop of policy making. Paramilitary forces are under the Home Secretary but actually take instructions from the army.
